The SWLEP is the Local Enterprise Partnership for Swindon and Wiltshire, established by Central Government in July 2011 as a private sector-led partnership between local businesses, Swindon Borough Council, Wiltshire Council, the military and the education sector. 

On 14 January 2019, the Swindon and Wiltshire Local Enterprise Partnership Limited (SWLEP) was incorporated as a company limited by guarantee with the object to bring about sustainable economic growth.  Its change in legal status from a non-statutory partnership was the result of the ‘Strengthening Local Economic Partnerships Review’ published by HM Government in July 2018.

The company continues to play a central role in determining local economic priorities and undertaking activities to drive inclusive economic growth working closely with Swindon Borough Council and Wiltshire Council alongside a wide range of local private sector organisations and the Military. 

The SWLEP is able to access government funding to channel investment into the area and in particular to support its strategic objectives in skills and talent (people), infrastructure, place, business environment and ideas. 


We are a highly competitive economy ranked 12th out of the 38 LEPs in England. 

By 2026, we want Swindon and Wiltshire to be renowned for innovation, entrepreneurialism and great quality of life.

Meet the Directors of the SWLEP Board 

Our Board currently has 12 Directors, 9 from the private sector and three from the public sector, the Leaders of Swindon Borough Council and Wiltshire Council whose administrative areas make up the geographic area of the SWLEP and a military representative, together with a cohort of Advisors and Observers to the Board.

Board Directors do not receive any payment for being a Director of the Board although they can claim expenses associated with their role.  The Chair of the SWLEP is entitled to receive an allowance of £10,000 per annum.  This payment is intended to recognise the time commitment involved in delivering the role set out in our Governance Framework.

Board Chair

At the Board Meeting on 25 March 2020, John Mortimer stepped down as SWLEP Chair and Paul Moorby was appointed to the role.  Paul took up his position with effect from 1 April 2020. 

The SWLEP Board currently comprises one third female Directors.
